In order to prevent prohibited pests in advance, 'pre-clearance quarantine inspection in exporting countries' is conducted on agricultural products permitted for imports under conditions.

With regard to agricultural products which are permitted for import on condition for pre-clearance inspection, QIA inspectors conduct the quarantine inspection before importation and allow import of plants that conform to the import requirements.
