Location that an exporter wants to undertake inspection including growing fields, packing house, of airports or seaports
APQA checks whether exporting plants or plants products conform to the import requirements by field inspection, consignment inspection, and/or laboratory test
If approved, APQA issues the phytosanitary certificate
